Your telegram No. 755 Hong Kong Government officials

Miss Thom should be given the same treatment as Chinese Civil Servants :- See paragraph 3 below. In the circumstances it is regretted that she cannot be regarded as being seconded to Press Attaché, but this does not of course prejudice her chances (or those of any officer in like position) of re-instatement in Hong Kong Service when this is again possible.

2. (a) Chinese civil servants may be paid cost of living allowance and lodging allowance so long as Hong Kong salaries are payable.

(b) Bachelors are eligible for refund of half their widows and orphans pensions contributions without interest on leaving the service of the Hong Kong Government. No refund can be made until amount due can be assessed. If names and particulars are forwarded Colonial Office will arrange for sums due to be calculated.

3. (a) All Chinese offices must be regarded as being abolished and all pensionable officers should be given three months notice with full salary at earliest possible date. In order to allow time in which to calculate
